You see, everytime a product from outside Malaysia comes in, the KASTAM officers will ask for one sample. The reason is to make sure that the imported product in the shipment is the same with the sample.

So when they got too many samples and somemore if the shoes are not their size, they will come to Bangi Pasar Malam and sell it-lor.
